The Hospital Value-Based Purchasing (VBP) Program is a Centers for Medicare & Medicaid Services (CMS) initiative that rewards acute-care hospitals with incentive payments for the quality of care they provide to Medicare beneficiaries. It contains the actual payment adjustment factors under the Hospital VBP Program for FY 2019 & FY 2020.

Description
This dataset displays the actual payment adjustment factors to a precision of 9 places to the right of the decimal; whereas, the hospital Percentage Payment Summary Reports display a precision of 10 places to the right of the decimal. Due to the use of a different precision, the last places may vary due to rounding. Hospitals eligible for the Hospital VBP Program will have their payments adjusted in accordance to the full precision of 10 places to the right of the decimal as displayed on their Percentage Payment Summary Reports.
Note:
The value-based incentive payment adjustment factors in this file are the actual payment adjustment factors that are used to adjust payments under the Hospital Value-Based Purchasing (VBP) Program for FY 2019. These actual factors are based on the finalized baseline and performance period for FY 2019 and will be used to adjust base operating DRG payments to eligible hospitals for discharges occurring in FY 2019. The slope of the linear exchange function used to calculate these factors was 2.8442846022, and the estimated amount available for value-based incentive payments to hospitals for FY 2017 is $1.9 billion. The factors, posted previously with the IPPS Final Rule, were proxy value-based incentive payment adjustment factors, calculated using historical baseline and performance periods.
